Two-years-old Nathan Allen and his three-year old sister were killed at a mall in Maryland after being hit by a car driven by a four-year year old boy.
The boy, who is in critical condition, was the victim of a “brazen and dangerous” attack, the Maryland State Police said in a statement.
“It is a senseless act that is difficult to fathom and heartbreaking to watch,” Baltimore Police Chief Brian Rice said.
Police were investigating the circumstances of the incident.
“There’s not a day goes by that we don’t think about how tragic this was,” said Michelle DeNiro, who lives on the block where the crash happened.
The boy was walking home from the mall with his father when the driver of a white SUV swerved around him, police said.
At least one person inside the vehicle tried to stop the car before the child was killed, but was struck.
Police said they believe the four-month-old child was the intended target.
Witnesses said the car was a Ford Expedition and had a red and white “Gothic” decal on the side, police tweeted.
According to police, the driver, a 36-year long-time resident of the block, was not charged.
